Transfer fees, NFA services, notary, fingerprinting — and how to pay

Buying a firearm online or out of state? You’ll need an FFL like us to receive it and finish the paperwork. We’re glad to help.

⚠ Important Changes Effective July 1, 2026

Assault Firearm Cutoff β€” July 1, 2026: HB217/SB749 (Virginia’s assault weapons ban) was signed into law on May 14, 2026 and takes effect July 1, 2026. To avoid stranded inventory, we are no longer accepting incoming transfers of any firearm meeting the bill’s “assault firearm” definition that wouldn’t be picked up before that date.

Prior Authorization Required for All Transfers: Effective July 1, all incoming firearm transfers require prior coordination with Outdoor Arms β€” this lets us confirm the firearm is legal for us to receive and for you to own before it ships. The first weeks of July will be a learning period as everyone gets familiar with the new laws, and pre-screening keeps both sides safe. Firearms sent without prior authorization will be refused or returned at the sender’s expense. See our Transfers page for the updated process.

New & Expanded Services: Notary ($10), electronic fingerprinting ($25), and NFA Form 4 service ($75 per submission) are all available now. Engraving (starting with AR-style lowers) launches July 1, 2026. See below for details.

FFL-Only Senders β€” July 1: Starting July 1, 2026, we only accept firearm shipments from licensed FFLs (dealers, gunsmiths, or manufacturers) β€” not from private individuals. Transfer Policy & Fees Effective March 15, 2026 β€” temporary policy while transfer volume is high

Due to record-high transfer volume and limited storage space, fees are now applied per shipment received. Each incoming shipment requires separate receiving, inspection, logging, and storage β€” regardless of whether items are picked up together.

Example

3 lowers arriving from Palmetto State Armory (one shipment) = $30 + $5 + $5 = $40

Total for both orders picked up together: $60

Storage Policy

Due to extremely limited vault space, we cannot provide long-term storage.

  • Firearms must be picked up within 14 days of notification of arrival
  • A storage fee of $5 per week will be charged on items held 15 days or longer if you haven’t reached out to make arrangements with us
  • Please reach out if you need to make arrangements β€” we are happy to work with you
Please Note

We cannot hold incoming shipments indefinitely to combine with future orders. Items must arrive within the same shipment to qualify for additional item pricing.

NFA Transfer (SOT)

$75 per submission
  • Creation and submission of Form 4 (E-Form)
  • CLEO notification
  • Secure storage of NFA item until ATF approval
  • Final transfer paperwork upon approval
  • Buyer must provide fingerprints and passport photos Blank fingerprint cards available upon request

We do not process machine gun transfers. Silencers, short-barreled rifles (SBRs), and short-barreled shotguns (SBS) only.

Firearm Consignment

⏸️ Consignments are temporarily paused. We are too backlogged with the pre–July 1 rush to get current items listed, so we are not taking new consignments right now. We plan to resume in July when we reopen β€” email ffl@outdoorarms.com to be notified.
  • 10% commission on final sale price Minimum commission: $20
  • $200 minimum sale price Items expected to sell below $200 don’t pencil out for either of us
  • NFA items accepted (silencers, SBRs, SBSs) β€” Class 3 SOT
  • We handle listing, photos, buyer communication, and shipping
  • You get paid once the sale is complete

Private Party Transfer

$30 first firearm · $5 each additional
Temporarily paused (see status below). When private-party transfers are available, they use the same fee schedule as our standard transfers ($30 for the first firearm, $5 for each additional), and we take on a limited number per day while prioritizing standard incoming transfers β€” so please reach out in advance to coordinate. Right now, however, VSP cannot run the required background check (as of June 3, 2026), so we cannot process private-party transfers.
⚠ Law Change β€” HB1525 Signed April 23, 2026

Virginia HB1525 was signed into law on April 23, 2026. The Governor’s reconvened-session amendment (HB1525ER2) directed the Virginia State Police to resume background checks for private-party firearm sales and added an emergency clause, meaning the statutory requirement took effect immediately upon signing.

⚠ PRIVATE PARTY CHECKS β€” PAUSED AGAIN
Paused again as of June 3, 2026. After a June 3 hearing, the Lynchburg Circuit Court re-affirmed its injunction, and Virginia State Police are once again prohibited from running private-sale background checks. Until this changes, Outdoor Arms cannot initiate a private-party transfer. This has flipped before, so please check the current status yourself on the official Virginia State Police Firearms page before assuming we can or can’t help β€” or email us. HB1525 also raises the minimum age to purchase a handgun or covered assault firearm to 21 β€” effective immediately upon signing per the ER2 emergency clause. (Possession by 18–20 year olds is not restricted by this bill.) See our Gun Laws page for full details.

Engraving Services β§– Coming Soon

In-house laser engraving is launching soon. We are starting with NFA Form 1 “Maker” engraving on AR-style lower receivers (trust or individual name, city, and state) and will expand to additional services as we put more time on the laser to ensure consistent, clean results.

Planned offerings include:

  • Launching first: AR-style lower receivers β€” Form 1 maker / trust engraving
  • Next up: magazines (PMags and similar) for trust-marked Form 1 SBR mags or personalization
  • Other firearm parts β€” slides, frames, handguards, optic mounts
  • Non-firearm items β€” knives, flasks, range bags, plaques, awards
  • Image and logo engraving (once we have more practice runs)
  • Portrait engraving β€” coming a bit later as we learn the technique

80% Lowers / Non-Serialized Firearms

We do not engrave non-serialized firearms (80% lowers, etc.) at this time. We are awaiting ATF clarification on whether a dealer-only FFL may perform this service.

Form 1 Submission Assistance β§– Under Consideration

For customers building their own SBR via ATF Form 1, we are considering a service to prepare and submit your Form 1 for you β€” drawing on our experience submitting Form 4s. Anticipated price around $50.

On hold until after July 1. There is currently no clear guidance on whether ATF will continue approving Form 1 SBR applications once Virginia’s assault firearm law takes effect. We will decide whether to offer this service based on how ATF handles Form 1s after July 1, 2026. Check back, or email us if you’re interested.

Notary Services βœ“ Available

Outdoor Arms is a Virginia licensed notary public. Notarization for firearm trusts and general notary services are now available.

Bundle & save β€” package pricing available: If you need trust notarization, electronic fingerprinting, and NFA Form 4 service together, email or call (571) 293-0750 for a combined quote. We try to consolidate everything into a single appointment when we can.

Electronic Fingerprinting (EFT) βœ“ Available

$25 per person

We physically roll your prints and digitize them into an EFT file for NFA Form 1 and Form 4 submissions. Electronic submission significantly reduces processing delays compared to paper fingerprint cards.
