Transfer fees, NFA services, notary, fingerprinting — and how to pay
Please Send the Transfer Form First: We ask that you fill out our Incoming Transfer Request form before your firearm ships — it lets us confirm the firearm is legal for us to receive and for you to own, and match the package to you when it arrives. It isn’t a hard requirement, but it makes pickup faster. See our Transfers page for the process.
New & Expanded Services: Notary ($10), electronic fingerprinting ($25), NFA Form 4 service ($75 per submission), Form 1 submission assistance ($50), and Form 4 transfer assistance — into your trust or person-to-person ($50) are all available now. Engraving (starting with AR-style lowers) begins August 1, 2026. See below for details.
FFL-Only Senders: We only accept firearm shipments from licensed FFLs (dealers, gunsmiths, or manufacturers) — not from private individuals. Shipments from individuals will be refused or returned at the sender’s expense. Why, and full details, on our Transfers page →
Transfer Policy & Fees Effective March 15, 2026 — temporary policy while transfer volume is high
Due to record-high transfer volume and limited storage space, fees are now applied per shipment received. Each incoming shipment requires separate receiving, inspection, logging, and storage — regardless of whether items are picked up together.

Storage Policy
Due to extremely limited vault space, we cannot provide long-term storage.
- Firearms must be picked up within 14 days of notification of arrival
- A storage fee of $5 per week will be charged on items held 15 days or longer if you haven’t reached out to make arrangements with us
- Please reach out if you need to make arrangements — we are happy to work with you
We cannot hold incoming shipments indefinitely to combine with future orders. Items must arrive within the same shipment to qualify for additional item pricing.
NFA Transfer (SOT)
- Creation and submission of Form 4 (E-Form)

We do not process machine gun transfers. Silencers, short-barreled rifles (SBRs), and short-barreled shotguns (SBS) only.
Firearm Consignment
- 10% commission on final sale price Minimum commission: $20
- $200 minimum sale price Items expected to sell below $200 don’t pencil out for either of us
- NFA items accepted (silencers, SBRs, SBSs) — Class 3 SOT
- We handle listing, photos, buyer communication, and shipping
- You get paid once the sale is complete
Private Party Transfer
Virginia HB1525 was signed into law on April 23, 2026. The Governor’s reconvened-session amendment (HB1525ER2) directed the Virginia State Police to resume background checks for private-party firearm sales and added an emergency clause, meaning the statutory requirement took effect immediately upon signing.
HB1525 also raises the minimum age to purchase a handgun or assault firearm to 21 — effective immediately upon signing per the ER2 emergency clause. (Possession by 18–20 year olds is not restricted by this bill.) See our Gun Laws page for full details.
Engraving Services ⧖ Coming Soon
In-house laser engraving begins August 1, 2026. We are starting with NFA Form 1 “Maker” engraving on AR-style lower receivers (trust or individual name, city, and state) and will expand to additional services as we put more time on the laser to ensure consistent, clean results.
Planned offerings include:
- Launching first: AR-style lower receivers — Form 1 maker / trust engraving
- Next up: magazines (PMags and similar) for trust-marked Form 1 SBR mags or personalization
- Other firearm parts — slides, frames, handguards, optic mounts
- Non-firearm items — knives, flasks, range bags, plaques, awards
- Image and logo engraving (once we have more practice runs)
- Portrait engraving — coming a bit later as we learn the technique
We do not engrave non-serialized firearms (80% lowers, etc.) at this time. We are awaiting ATF clarification on whether a dealer-only FFL may perform this service.
Form 1 Submission Assistance ✓ Available
Building your own SBR or other NFA item? We’ll prepare and submit your ATF Form 1 for you, drawing on our experience filing Form 4s. Good if you’d rather not wrestle with the eForms portal yourself.

Form 4 Transfer Assistance ✓ Available
Transferring an NFA item you already own — without it coming onto our books? We’ll prepare and submit the ATF Form 4 for you. Two common situations:
- Into your trust — you own a suppressor, SBR, or SBS as an individual and want your trust to hold it (adding trustees, estate planning, letting family lawfully possess it)
- Person to person — transferring to another individual directly
- Trust notarization ($10) and fingerprinting ($25 per person) available here
- Reach out first — requirements depend on the item, the parties involved, and where everyone is located
Notary Services ✓ Available
Outdoor Arms is a Virginia licensed notary public. Notarization for firearm trusts and general notary services are now available.

Electronic Fingerprinting (EFT) ✓ Available
We physically roll your prints and digitize them into an EFT file for NFA Form 1 and Form 4 submissions. Electronic submission significantly reduces processing delays compared to paper fingerprint cards.
- Accepted for ATF Form 1 (maker) and Form 4 (transfer) submissions
- $25 per person — trusts with multiple responsible persons pay per person fingerprinted
- Digitized prints submitted directly — no paper cards required

Payment Methods
We accept the following payment methods. Cash is strongly preferred — it keeps things simple and avoids processing fees for both of us.
The 3% credit card fee covers payment processing costs we incur. No surcharge applies to cash, Zelle, or Cash App payments.
